Progressive farmer Tana Nikam Tara honoured by CIFA
ITANAGAR, Nov 27: Er Tana Nikam Tara has been felicitated by ICAR - Central Institute of Freshwater Aquaculture (CIFA), Bhubaneswar, for successful implementation of fish based agri-horti livestock integrated farming system at Sonajuli under Papum Pare district. He was felicitated on Saturday by the Union Minister of State for Agriculture & Farmers Welfare S S Ahluwalia during the North Eastern Tribal meet held at CIFA Regional Research Centre in Kalyani, West Bengal.
Large number of farmers from the across the country along with prominent scientists from ICAR, CIFA and other institutes attended the programme.
During the day Er Nikam presented a power-point presentation about his integrated farming system and how it is providing job opportunities to the unemployed youths.
His integrated farming named Papum Pare Eco-Agro project is situated at Sonajuli which is 35 KM away from Itanagar. At present various eco-agro activities like tea, rubber, orange, fishery etc are being taken up in large scale under the project. Large number of people hailing from Assam and Arunachal living along the boundary area are being employed in the said farm.
Speaking on the occasion, Union Minister SS Ahluwalia assured that NDA government will extend every possible help to the farmers of the North East India. "The future of NE region lies in agro based industries. Our government will make every effort to realize this potential," stated Ahluwalia. The Assam Minister for PWD Roads and Buildings, Fishery's and Excise Parimal Shuklabaidya was also present on the occasion.
Meanwhile, Er Tana Nikam Tara has thanked Dr P P Chokroborty, Principal scientist CIFA (Kalyani) and Dr B C Mahapatro, principal scientist, CIFA (Bhubaneswar) for their immense contribution in developing the project by guiding and providing all the necessary facilities.
3-unit Govt barrack gutted in fire at Mebo

PASIGHAT, Nov 27: A 3-unit departmental quarter barrack was gutted to ashes in a fire accident that broke out at Romdum, Mebo town on Saturday night. The fire that broke out at around 11 PM also devoured all the belongings of the 3 families who were later accommodated temporarily at Inspection Bungalow by Mebo Sub-Divisional administration.
The cause of the fire is yet to be ascertained. However, there was no report of any causality.
ADC Mebo, Yemling Tayeng informed that the personal belongings of the 3 families were completely gutted down. Nothing could be saved owing to breaking out of fire at wee hours, added Tayeng while distributing immediate relief of Rs. 4000 each to the victim families.
Along with ADC Mebo, ZPM Mebo Banggo, Oling Perme and Mebo Romdum Welfare Society, President, Gekong Pertin also took stock of the situation.
ZPM Oling Perme appealed the state government to sanction a fire brigade sub-station at Mebo, as the fire tenders from Pasighat takes time to reach Mebo.
Both Tayeng and Perme have appealed the common denizen to maintain cautiousness while dealing with fire related activities.
Interface meet between state veterinary officers and ICAR-IVRI scientists
ITANAGAR, Nov 27: ICAR-IVRI organized a one-day Interface Meet with the state Veterinary Officers in collaboration with the Department of Animal Husbandry and Veterinary and State Veterinary Council, GoAP in the seminar hall of NERIST on Friday. A total of 60 Veterinary Officers from the State Animal Husbandry Department and nine scientists from the ICAR-IVRI participated in it.
In-charge Director, AHV, GoAP, Dr N D Minto in his inaugural address threw light on the importance of the interface meet and urged the researchers to do more research on the issues related to endemic diseases like FMD, SF and its mitigation strategies to maintain their production and productivity.
Speaking on the occasion, Joint Director, Extension Education, Indian Veterinary Research Institute, Dr A.K Garge elaborated the importance of such Interface meet and gave insight on latest research and entrepreneurial opportunities in veterinary science.
He called on the field officers to keep pace with the advancement of technology to face the challenges of emerging diseases.
Technical session saw presentation on various topics such as 'Technologies developed, patented and commercialized by IVRI', 'Emerging and re-emerging diseases of livestock', 'Recent advances in livestock reproduction interventions', 'Surgical intervention and related package of practices', 'Strategic feed supplementation for improving animal production and health' and 'Major parasitic diseases of livestock and their control'. The technical session was followed by elaborate discussions between the Veterinary Officers, Dairy development officers, and the scientists about the problems in the field and their solutions.
Various queries and issues were raised by the state field veterinarians which were solved by the IVRI scientists.
Later, also speaking Director Animal health Dr T Taku said that such programmes can improve the linkage of the research institutes with the state functionaries thereby enhancing the transfer of technology from the labs to the land and called for organizing more such programmes to bridge the gap between technology generation and its transfer to the field level.
College awaits early completion of stalled project

The over two decades old existing structures of Rang Frah Government College in Changlang are barely holding up to nature's fury as they have already outlived their expected life. The now dilapidated academic and administrative blocks along with boy's and girl's hostel and staff quarters having bamboo walls, were constructed in 1997 with donated fund. The lone college in Changlang district was established in 1996 and later formally inaugurated by the then Chief Minister Gegong Apang on Feb 13, 1997.
Hopeful that the establishment of a college could help their children from remote corners of the district get access to quality education, people of Kengkhu village generously donated the 200 acres of land at Loilungsung for the institution. Regrettably, the concern authorities have been quite inept as regards the upkeep of the lone institute of higher studies in the district. The college is still functioning from the same old building that was constructed 20 years back despite the state government in 2013, sanctioning Rs.14,86,46000 (Fourteen crore eighty six lakhs forty six thousand) funded by DONER under NCPLR scheme for the infrastructural development of the college. The inordinate delay by the work executing agencies in completing the construction of the new college buildings at its permanent site has added to the sufferings of the students.
Funds to the tune of Rs. 535.13 lakhs (Five hundred thirty five lakhs thirteen thousand) was sanctioned by the state government as the first installment of fund released by DoNER during the 2012-13 fiscal for implementation of the project. However, even after over two years, the physical progress of the work falls short of expectation. The under-construction buildings are now left at the mercy of nature as funds under the first installment have already been exhausted without much physical progress.
Worried at the deteriorating condition of the old college structures, the Principal of the college in October last year also wrote to the Deputy Director UD & Housing, Jairampur Division urging him to speed up the construction work of the college buildings. The matter did not go unnoticed. On Aug 7, 2014, the then Deputy Commissioner, Changlang, Chanchal Yadav convened a meeting of the college authority and department of UD wherein she expressed dissatisfaction over the poor physical progress of the said project and strongly resented high irregularities in the financial management. She had observed that only 6% physical progress was made against an expenditure of over 40% and gave strict instructions to the department to achieve physical progress with compared expenditure within 3 months.
Two more years have elapsed since then, the college still continues to function from the same old buildings constructed 20 years back while, the new buildings take years to complete.
Secretary Education, Bidol Tayeng had also expressed his disappointment over the fact that the college is still functioning from the same old building when he visited the college on the occasion of the college's 21st annual day recently.
As per the department's clarification, the project has been stalled due to non-sanction of the second installment of funds under NLCPR, once the same is released the construction work would commence and completed soon. However, much time has already been wasted without much physical progress. With every passing year the number of students particularly, from remote villages and circles of the district including, Miao, Jairampur, Nampong, Bordumsa etc. seeking admission to the lone college in the district keep increasing while the college authority faces difficultly enrolling them and providing hostel accommodation due to shortage of proper infrastructure in the present campus.
Academic scenario of West Siang reviewed
AALO, Nov 27: In a marathon meeting held with all Principals, Headmasters and BEOs of West Siang district under the chairmanship of DC Gamli Padu, academic performances and CBSE results of Class X to XII since the last three years have been thread barely discussed at DC's conference hall here on Saturday.
School-wise performances and initiatives to bring about academic improvement to check falling academic trend, absenteeism among teachers, workload to teachers as per norms, strict admission norms, teachers and infrastructure shortages, opening of bank accounts and Aadhar enrollments and working hours in schools etc came to fore in the discussion.
While exhorting principals, headmasters and BEOs to discharge their duties effectively, the DC said, "time has come for us to do something to contain the dwindling academic graph of the district in a cohesive approach by adopting all remedial measures."
He insisted on adhering to CBSE norms of taking classes and periods so that syllabus of the year is completed in time and asked the vice principals and headmasters also to take classes.
Calling for rationalizing transfer and posting of teachers to check the existing imbalance and vacuum in the functioning of many schools, he asked the DSE to form a District Level Committee to look into it.
Talking of many irregularities happening in schools which were evident during his surprise visits, he asked all to work with renewed spirit.
Taking part in the discussion, many of the principals, headmasters and BEOs attributed poor performances and problems in schools to upgradation of many Secondary and Higher Secondary Schools without requisite subject teachers, teachers' quarters, classrooms and other infrastructural issue to function effectively.

DNGC Career Counselling cell holds workshop on ‘how to face examinations’
ITANAGAR, Nov 27: Career Counselling & Placement Cell of Dera Natung Govt.College, Itanagar organised a workshop on "How to face examinations" at the College on November 26. The workshop was attended by students from Don Bosco College, Jully, Govt. Women College, Lekhi Village, Naharlagun and Dera Natung Government College, Itanagar.
Dr M. Q. Khan, the Co-coordinator of Career Counseling & Placement Cell, who initiated the workshop discussed the right strategies for preparation to ensure stress free examination besides talking on the questions asked by the students.
Justifying the objective of the workshop through power point presentation he covered all the relevant areas relating to examinations. He exhorted that for students/aspirants the only and right way to overcome examination-stress is that they must study complete syllabus and prepare for the examination in a planned and systematic way right from the beginning of the session. They must not think of using unfair means during examination because it can never help them, as examiners while evaluating papers can easily make out whether the candidates themselves wrote the answers in answer scripts or copied from chits and accordingly wrong doers are penalized too. Moreover, it is also a Herculean task to answer all questions through using unfair means. However, the responsibility of teachers cannot be undermined, he said adding "they should teach and guide the students with utmost sincerity and dedication in order to inculcate knowledge and confidence within their students." He further said "A true teacher is one who never allows students for doing anything wrong. Similarly, a good student is one who studies sincerely and appears in examinations honestly. This equally applies to the aspirants of Civil Services Examinations or any other examinations for that matter. It is almost impossible to dream of stress free examination or of tasting the sweet of success without hard work and full proof preparation, which are the only remedy to overcome examination-stress. The better you prepare the more stress free you will be," he emphasized.
The workshop was organized exclusively for the 5th Semester students of English (Major). The best part of the workshop was that it was absolutely free without any funding from any source, yet it was so effective and successful proving the truth of 'where there is a will there is a way'.
Pongte continues tour to his constituency
CHANGLANG, Nov 27: Continuing his tour in his home constituency, Changlang North MLA Tesam Pongte visited Old Changlang and New Changlang village on Saturday.
Addressing the gathering, he said that being a local leader he would strive for development of the area and address peoples' grievances irrespective of party affiliation, caste, religion, etc.
Responding to the memorandum submitted by the villagers of Old Changlang, Pongte assured early repair of the dilapidated road from RWD Colony to Old Changlang village.
Also assuring to repair the deteriorating Ranglum hanging Bridge near CRPF camp, he said that the plank part of the bridge will be replaced with iron sheets for better safety of the users.
Expressing concern over the presence of old rusting electric posts, the MLA agreed to replace the electric posts with new ones to avoid any untoward incident.
Later, the MLA also visited New Changlang village where he assured to consider the construction of festival shed which is a long felt need of the villagers. (DIPRO)

Nyishi version of Bible released
NAHARLAGUN, Nov 27: The Nyishi version of the Bible (Holy book) - " Dvrwq Pvvb" - was released in a function at Nyishi Baptist Church Council (NBCC) campus, Model village, Naharlagun here today.
The "Dvrwq Pvvb" was published by the Bible Society of India (BSI) and translated by Rev. Tar Choya. The first edition of the Bible was sponsored by Likha Maj and family.
Speaking on the occasion Speaker Rev. Dr. Z.K. Rochill, Sr. Auxiliary Secretary, BSI, Dimapur said that it is a great achievement that the Bible have been published and printed in Nyishi dialect. It will help to promote own dialect in the state for preservation of own identity, he said adding the Bible teaches about love to each other and forgive other and help the people in need.
President BSI, Dimapur Rev. Halli Likha, Organising committee Chairman Tana Tagi Tara, NBCC President John Panye, Rev.Ter Tana Tara among others spoke on the occasion.

Jamoh inspects ongoing projects at Sika Tode, Lingka and Ruksin

PASIGHAT, Nov 27: Pasighat West MLA cum Parliamentary Secretary, Agriculture, Er. Tatung Jamoh has inspected the road projects at Sika Tode-Sika Bamin, NH-52- IGC Niglok via Lingka Village and a Guest House at Ruksin in order to ensure quality works on Saturday.
While visiting the road project sites at Sika Tode, Sika Bamin and Lingka village, Jamoh appealed to the concern department and contractors to ensure quality work and complete the work within the given time. He also met the contractors and laborers at Lingka village and directed the workers to work with dedication and sincerity. Jamoh also inspected the project site of Guest House construction at Ruksin near ADC office and directed the engineers to ensure proper drainage system also so that no rainwater stagnation takes place during rainy days.
The MLA was accompanied by Executive Engineer, PWD Er. Tameng Jamoh, AE, RWD, Er. Karsing Moyong and public leaders.

End of an era
One of the most popular figures of 20th century and icon of communist movement Fidel
Castro's death marks an end of an era. Castro who ruled Cuba for almost half a century
with iron fist died on Saturday after a prolong illness. He inspired revolutionary
movements across Latin America, Africa and elsewhere and defiantly confronted what
he denounced as U.S. "imperialism," outlasting numerous White House occupants, while
surviving various assassination attempts by the CIA. He became a signature figure
of the Cold War era, the ultimate villain to some, a champion of the underdog to
others. Castro's rousing slogans, his bearded visage and his often protracted political
pronouncements - usually targeting Washington, his eternal adversary - helped shape
the island's collective psyche for more than half a century.
He ceded power in 2008 to his younger brother Raul, who has embraced economic reform
at the expense of communist orthodoxy and backed normalizing relations with the United
States. India was one of the first countries to recognize Fidel Castro's socialist
government after the Cuban revolution. India's historical association with Fidel
Castro solidified the Non-Aligned Movement (NAM), which was largely conceived by
former Indian Prime Minister Jawaharlal Nehru. Castro himself visited India in 1973
and 1983, both the times when Indira Gandhi was Prime Minister. Later on Prime Ministers
Rajiv Gandhi and Dr Manmohan Singh visited Cuba in 1985 and 2006 respectively. Vice
President Hamid Ansari was the highest profile leader from India to go to Havana
and meet Fidel Castro, as recently as October 2013. Indeed his death marks the end
of an era but there is no doubt that Castro will continue to inspire people to fight
for their rights.

There is need for some corrective measures

From November 24 onwards many ATMs which were closed since 9 November 2016 the day
Demonetisation of Rs. 500 and Rs. 1000 became effective have started functioning
again.
But most of the ATMs are only dispensing Rs. 2000 notes. The ATMs are not able to
dispense notes of other denominations. After getting Rs. 2000 the next headache is
getting change. Traders refuse to give change for the purchase of small amount.
For poor people who have low balance in their account say less than Rs. 500 or 2000,
the ATMs will not of any use to them.
The following corrective measures may be taken:
1) Government should issue more number of smaller denominations- Rs. 50, Rs. 100.
2) More number of smaller denominations may be printed
3) Rs. 2000 and Rs. 500 may be printed in limited quantity as this is going to
be source for hoarding of black money
4) Supplying sufficient smaller notes in ATMs in denomination of Rs. 100 and Rs.
50 should not be difficult as drawl limit is kept at Rs. 2500 per day which is much
smaller compare to Rs. 25000 to Rs. 50000 per day before the demonetisation.
5) There is persistent Psychological fear among people and the key to erase this
is by replenishing ATMs with smaller denomination regularly over a period of time.

Banks should pull up the sock
Dear Editor,
Even the lay man has now realized the importance of bank after the demonetization
of Rs. 500 and 1000 note by Prime Minister Narendra Modi. Due to demonetization,
the rush of the people towards the bank to exchange or deposit their old high denomination
notes is very high since 11th of Nov'2016. Every day one can see long queues in every
govt. and private sector banks.
Now, it is the responsibility of the banks to attend to their customers in a logical
and proper way for which the controlling authority of the SBI or other banks should
depute adequate staffs in every branches so that the customers could get services
in a hassle free way. But, many banks are facing problems in providing proper services
to their customers due to lack of adequate bank staffs. On 25th Nov'2016, one glittering
example was seen at SBI Nirjuli (New Branch) where there was no one to receive the
cash from the customer for many hours which resulted in long queue and great rush.
The Friday being the last working day of the week bring many untold sufferings to
the Nirjulians on that day due to inadequate staffs in the said bank. If this is
the situation in the part of capital complex then what must be the situation in
rural areas of the state where people had to come down to their nearest bank to get
banking facilities by covering a distance of 100 to 150 KMs.
This is high time for the higher authority of SBI to look into the problems being
faced by the people of the state as SBI has the maximum coverage in the state of
Arunachal Pradesh.

Roing facing water crisis
